i have never tried these:

*) enable usb debug messages in your kernel. this is necessary for
limiting your usb speed, but may help determine the root cause of the
problem.

*) blacklist ehci. ehci is the module for usb2.

*) look at CONFIG_USB_BANDWIDTH in your kernel configs.
