Edit your /etc/inittab file, and add more to these lines:

1:2345:respawn:/sbin/getty 38400 tty1
2:23:respawn:/sbin/getty 38400 tty2
3:23:respawn:/sbin/getty 38400 tty3
4:23:respawn:/sbin/getty 38400 tty4
5:23:respawn:/sbin/getty 38400 tty5
6:23:respawn:/sbin/getty 38400 tty6

8:23:respawn:/sbin/getty 38400 tty8
9:23:respawn:/sbin/getty 38400 tty9
etc...

But be aware, that if you are using an X server, then it is running (by 
default) on tty7, so skip that.
