This is because vidtune depends on X running already. vidtune is not a
tool you need at the moment.

As root, run "aptitude install x-window-system icewm".

As a normal user, then edit/create the file "~/.xinitrc" and put the
single line in it "icewm".

As that same normal user, then run "startx".

What's the result? If it fails, look in the errors on-screen for any
obvious information, like "no video modes found" or "pointer not
configured". Better yet, look in "/var/log/X.org.0.log" or
"/var/log/XFree86.0.log" for any errors, and report those here.

You can also try reconfiguring X with "dpkg-reconfigure xserver-xfree86"
(if you're still running XFree86) or "dpkg-reconfigure xserver-xorg" (if
you're running X.org) as root.

What ethernet card does your system have? Run "lspci" to find the
ethernet-related line.
(Or are you running dial-up? If so, yech. Unless you specifically know
you have a "real" modem, dial-up is going to be a pain to get configured
(if it can be done at all).)
