Try different web sites that mirror the debian web site. Look at
www.debian.org for a list of mirror web sites, and choose some
that appear to be in you part of the world. If those don't work
try some of the primary web sites. Wait a while and try again.
debian.ustc.edu.cn may be temporarily off-line for maintenance.
Use debian.org to see if you can discover who is responsible for
the operation of debian.ustc.edu.cn, and send email to them asking
them why you can not connect.
Post to this list again with more information if you are still
having problems.
