Yes, but unless your running in daemon mode, it doesn't do it automatically.  
I don't use the daemon mode, and added 
post_upload_command = ssh <server> /usr/bin/mini-dinstall -v --batch
to .dput.cf.  

Try mini-dinstall --run if your using daemon mode, to tell the daemon to 
process the queue immediately.
