Why does Debian default to Gnome?

Why does Debian default to gnome? When I install a recent "testing", if I choose a desktop system, both kde and gnome are installed and gnome is used. Is there a Debian document somewhere explaining why gnome ws chosen?

The default gnome theme is first rate but kde seems to be more configurable. Is there a gnome-like theme for kde? Are there hidden configuration options for gnome (in conf files, etc.)? Sample question: how do I make windows "snap to" each other in gnome?
