Hi, this is a known problem with iptables when you have
a 64bit kernel and a 32bit userspace. It is being tracked as
#298155.

I believe that it is reasons like this that the pure64 apprioach is
prefered these days. That is available at amd64.debian.org.

I also believe there are patched patckages floating about to
address this problem, and at the very least there is a patch at the
URL above. Unfortunately as I understand it, its a difficult problem
to solve without breaking 32bit user-space 32-bit kernel systems,
which are common to say the least.

I'm closing this bug as its really a duplicate of 298155.
Please post to that bug if you want to continue discussion
