I was not able to solve the problem. In the end I suspect the problem
may be with the kernel I am using 2.2.20 which is no longer supported
or tested for packages in testing. To get my system running again, I
installed libc6 from stable using dpkg, then downgraded the entire
system to stable.
Everything is working now, and luckily I don't need any packages from testing.
