The package does not use the normal Debian rules for building. At one time there was a *HUGE* discussion about converting it to a normal Debian package but it met with stiff resistance. The kernel-source is a binary package created at package build time and is distributed like a binary package. So it is in the 'deb' area and not the 'deb-src' area. Bob
