Did you ever run a 2.4 kernel on that box? If so, you may have both
module-init-tools and (I think) modutils starting on boot (check
/etc/init.d). As I recall, they both try to do more or less the same
thing but were packaged for different kernel versions (one for 2.4, one
for 2.6).
