I know xfwm4, a pretty basic WM, will allow you to move or resize a
window without raising. If you middle-click and drag the border, you can
move the window and if you right-click and drag the border you can
resize. I'd be surprized if other WMs didn't follow this behavior as
well. You can also script this with wmctl if that is a better solution
for you.
