Hi Tom,
perl modules have a special debian tool: dh-make-perl.
This creates DEB of a perl package. If you want to actually maintain a
package, then Roberto Sanchez make a HOWTO(search debian-user archive).
And as other mentioned, see the debian-mentor list. And I might as well
