What problem exactly?  What symptoms?

What happens when you "xterm -ls"?  That tells xterm to start up as a
login shell.  If you use Kterm or Gnome-terminal instead, there are
configuration check boxes in them you can toggle which will tell them
to start up as login shells.

You can also do things in your ~/.Xresources to control them:

XTerm*VT100*loginShell:            true
*Rxvt*loginShell:                  true
