I do it by editing/creating /etc/dhclient-enter-hooks like so:
# redefine the function which changes resolv.conf to do nothing
make_resolv_conf() {
return
}
The other way would be to edit /etc/dhclient.conf and tell it to prepend
to the list of dns servers
prepend domain-name-servers x.x.x.x;
