dhclient backgrounding?

Recently I posted this question to the "debian-alpha" list, but since
nobody answered and I feel this is not alpha-specific, here it goes:
I'm fairly new to Debian, and I have sarge running in a couple of alpha
machines.
Some days ago we had a power failure, followed by some network problems
(the switch to which our DHCP server is connected, went into a coma...),
but when things were put back to normal, our alpha machines (the only
ones running Debian) had to have their network interfaces restarted
manually in order to get an IP address.
Is this normal, shouldn't dhclient on Debian go into the background and
configure the interfaces as soon as a DHCP server gets available, like
other distros (SuSE, for instance) do?
If this is normal behaviour, is there some way to change it (I'm not
asking about going around changing scripts)?
