Hi Michael,
there are 3 branches of Debian: stable, testing, unstable.
The have different criteria. stable does not change and testing changes
less than unstable. Sarge/testing will change until it is released
as Sarge/stable. There are more packages for webmin in unstable than in
testing but that is because they are less tested. Those packages may go
into testing and when testing goes stable they may migrate along if they
meet the criteria for stable. There are some users who use packages from
other branches ( or from other places) but you must weight the risks.
