Welcome. One further remark regarding what I said about policies. A policy
could also be to set a reasonable default in all places you know of, like
login.defs and /etc/profile, but inform all users who participate in that
shared stuff that it's their obligation to set umask to a specific value in
their user profile, or at least check that umask is correctly set, or else
things won't work.
This puts part of the responsibility on your users, prevents them from
coming afterwards and whine (well, they may do anyway, but you can always
point to the email you sent them to inform about things) and, as an
additional benefit, educates them a little :)
