Ahah!  This was, in fact, the missing piece of the puzzle.  moniwiki installs
/etc/apache/conf.d/moniwiki.conf (as you say, a symlink), but then it doesn't
restart the apache server.  When I undid all of the fiddling I'd done and
restarted the apache server, moniwiki works (including the images, yay!).

But ...

Shouldn't the package restart apache if it installs a file that will cause
apache to behave differently when it's restarted?
