If it does, the maintainer has to forward the bug upstream, after retitling
it and changing severity (if needed). A bug is a bug, you do NOT close it
just because it is upstream. You can even tag it upstream + wontfix if you
need to, but closing it "because it is upstream" is weaseling out of a
Maintainer's "duty".
In fact a maintainer is *not* to go around telling users to talk to
upstream, that is *his job* as a maintainer. At least for the first contact
about the issue. If upstream disagrees, it is fine to leave the user to
argue his position with upstream if the maintainer does not have a
particular reason to take one side or the other.
