sound & scanner permissions

Hi,

I'd like that every person who log in the *primary* console of the 
workstation get the ability to play sound(/dev/dsp) and to use the 
scanner(libusb).

Other than adding the person in the /etc/group (more than 100 people)

*primary* console is: the person which is actualy behind the screen of 
this workstation and not a person connecting itself with ssh...
