it isn't that simple in KDE, here is how I do it.

add the device to fstab. that way you can make in possible to mount it
as a user, and fix your perrmissions problems. 

Add to your desktop a little icon which runs the mount command and opens
the device. Then all you need to do is click on the icon. 

if you want to use hal, then it is supported in kde 3.4, but that is in
beta and not ready for use yet.
