Not realy  but you can install a minimal system (unter 100MB + compiler and
-dev stuff) and rebuild the packages with apt-build.
Optimized Kernel packages for your arch are avaible anyway as a binary
package.

Well just a hobby for guys with to much freetime and/or fast machines and
something to prove.
