mplayer -ao arts foo.org.

If it works, 
I guess it is because you are using alsa and artsd (KDE sound server) is
blocking the device.

Unfortunately mplayer doesn't seem to have the capability to detect if
alsa is really available or not.

for xmms, install xmms-arts and set the output plugin to arts.
