Doesn't it all depend on the format and the compression rate?

I've heard that QuickTime can allow you to scale/zoom video without
losing clarity.  And tiffs can be very high quality.

If you run VCRs at a slow rate, you'll get crappy video.  If you
collect video or stills at a low bit rate, the quality won't be
as good.
