Mostly but not entirely. Lyx works internally with its own format and exports to
latex only when you want to create dvi/ps/pdf or export to a latex file. The
latex files that it creates are hard to work with though.

Its purpose is to hide the underlying latex. It helps me mostly with math.

You can on the other hand embed latex commands into the lyx document, play with
the preamble and even create your own document types to add environments and
manage hot keys etc. Its very configurable but it depends on your preferences how
it suits you. It does separate the writing to a more document writing approach
rather then coding and the coding to setting up your special environments
without reference to the document.
