Assuming you mean KMail, yes.

The KMail handbook (open KMail, click Help->KMail Handbook).

To receive local messages, click Settings->Configure 
KMail->Network->Receiving->Add...->Local mailbox and then fill in the 
details. You will probably also want to add an account to send from.
