Network down, reboot fixes, update



Further investigation shows that web connections work fine.  What
isn't working is Privoxy, which fails to start up with the message

Fatal error: can't bind to 127.0.0.1:8118: because Cannot assign
requested address

What seems to be happening is that lo isn't working.  "ifconfig lo"
reports:

However, attempts to ping localhost or 127.0.0.1 time out.  I think
lo failing would explain both fetchmail and privoxy failing.

However, I don't know why lo would fail ... wait.  "inet6 addr"?  Is
lo listening only to IPv6?
