It is IMO not as easy as it could be, but there are some ways to do it:

1. If you want to crop, use the crop tool directly: it allows easy resizing.
2. Use guides: first places the guides (which you can easily place exactly as you want them to have), then use the rectangle tool to select; it will snap to the guides. 3. Use one of the transform tools on the selection, telling it that it should work on the selection, not on the layer.
4. I think creative use of the quick mask can give good results too.
