I'm still trying to find a workaround.  'restart' did not work for me.  
Doing it by hand from the command line 'stop' followed by 'start' works 
reliably, but when I put it in the logrotate script it failed too:

   invoke-rc.d: initscript apache, action "start" failed.

So I am still restarting manually every time.
