New packages (including ones with security fixes from upstream or the
maintainer) go into Unstable and then propagate to Testing. A very few
eventually go into Stable in a point release. Security fixes are
backported to Stable by the security team and the maintainer. At about the
same time Unstable gets upstream's new fixed package or perhaps the
maintainer's fix. It's rare that a security bug is fixed first in
Unstable.

Correct. Normally Stable has the best security support, followed by
Unstable.
