Someone's been smoking too much CUPS. apt-cache and packages.debian.org are your friends. In woody (or, for that matter, in any Debian distro), fwbuilder has no such dependency. A quick and simple visit to p.d.o shows the only non-library package it depends on is fwbuilder-iptables.
