./configure pb or faulty configure.in?



Hi,
i've to compile 'gshieldconf-0.40 on my sarge.
On the configure 
the following messages appears :

This seems that xml2-config isn't found !
But it's there :
locate xml2-config
/usr/bin/xml2-config
/usr/share/man/man1/xml2-config.1.gz

So what happen exactly ? 
PATH is set :
echo $PATH
/sbin:/usr/sbin:/bin:/usr/bin:/usr/X11R6/bin:/usr/local/bin:/usr/local/
sbin:/usr/libexec:/usr/local/kde/bin:/usr/games
