vmware does not emulate any version of windows. Rather, it provides one or more virtual computers in which one can run real versions of Windows (and Linux).

You still require a licence to run Windows on the computer in question.

As for the advisability of running Internet Exploder at all, see the recent advice at slate.msn.net. Slate is _owned_ by Microsoft, and for those who don't wish to check, the advice is "use firefox."
