Note that these are only the requirements that must be met for an
updated package to be accepted in a stable release.  It does not mean a
package will necessarily be updated if it meets the requirements.

For non-security issues, the package's maintainer still has to go
through the effort of preparing the new package and submitting it to
stable-proposed-updates.  Considering the age of woody and the general
lack of interest in it, not many maintainers are willing to put in that
effort.
