problems building kdevelop - where is kdelibs3-dev?



I'm having some odd problems with kdevelop3 using debian-unstable.
It crashes a lot. And the shortcuts are all screwed up. So in my attempt to 
file a bug report, I realized I needed to compile from source. So I tried 
that.

The configure script that is generated by kdevelop can not find kdelibs, even 
though I have  installed not only kdelibs, but also kdelibs4, kdelibs4-dev, 
and anything else I could find relating to kdelibs.

Is there also a kdelibs3-dev package out there that is perhaps missing from 
debian?

[ lots of things checked for and found... bla bla]

checking for KDE... libraries /usr/lib, headers /usr/include/kde
checking if UIC has KDE plugins available... no
configure: error: you need to install kdelibs first.
