My guess is that D has ECN turned on - see if this returns "1":
cat /proc/sys/net/ipv4/tcp_ecn
If so, try turning it off:
echo "0" > /proc/sys/net/ipv4/tcp_ecn
If that works, you can make the change permanent using sysctl.conf.
