You shouldn't be running port restrictions outbound, and allow related
and established connections in.  If you have to run restricts outbound
(as many Windows users claim), you need to seriously reconsider what
you allow to run on your network at all, and not using stopgap snake
oil to solve a greater issue.

Though I suggest chrony to synch your clocks instead of ntpdate/ntpd
