What tool to apt-get install from non-standard place

Hello --

 I need to know if there's a tool with the following functionalities:
 instead of doing apt-get update on my computer I would like the tool to do this
update (which will be done with another computer) and create a copy of the said
updates in a /file/ (that is, not on the usual place). I would then use apt-get
to install from that file.
