They do on multiuser systems, as far as I know. Why should only root

Why not IMAP? If you've got a shell someplace, like your own system,
it's still solved for you. It's not that hard to get a shell account
offering email, googling for shell access will find hundreds of free
and pay shell account sites, most also come with email.
sdf.lonestar.org and well.com instantly come to mind. Though, again,
odds are you already have a Linux box, not that hard to adapt for your
own needs, especially since you can go to www.dyndns.org and get a
hostname if you need to fetch from elsewhere.

This is debian-user. It's a safe presumption that the vast majority
of the list has a shell account on at least one machine (their own).

It wouldn't surprise me if it is saving this info in custom headers
after you have the email in your hands. If this is true, then you
could tell procmail to insert those headers and prefilter anyway.
