reportbug does not.

The configuration of exim (v3) generated by eximconfig (a
debian-specific script) causes exim to use it.  I think exim is the
only program that actually uses it, and it only uses it if the config
file tells it to.  (note: exim4 can use it, but I don't know whether
or not the default config in the package does)
