sudo question

It seems that even with a standard sudo entry such as:
user1    localhost = (root) /usr/sbin/processd

some processes will return "Only root should start processd".

Or, when giving a regular user permission to run something like lsof, lsof 
will still only return the open files for that user, and not for all users 
like if you ran it as root.

Is there any way to give a regular user permission to truly run a 
particular process AS root?  I really thought sudo would do this, but 
apparently not.
