I'm afraid I don't have the "Debian" answer, but I managed to get
foomatic-filters to finish installing on my testing/unstable machine by
running "mv /etc/foomatic/filter.conf /etc/foomatic/filter.conf_orig"
and then re-running "apt-get upgrade".

Then it simply installed the new file w/o asking any questions and
completed w/o a problem.
