I tried the first technique, since the instructions didn't bother saying what to edit in the rc.inet2.file

 Ah, this is much easier in Debian IMHO. Just set up your rules, then
say '/etc/init.d/iptables save active'.

That returned the following:

Saving iptables ruleset: save "active" with counters/etc/init.d/iptables: line 65: /var/lib/iptables/active: No such file or directory
