I'm from planet Earth.  And I didn't say everywhere.

I reported my experience based on numerous US ISPs and several in the
UK.  Again:  my experience is that a given residential IP is generally
held for weeks to months at a time, and only changes when the DSL/cable
modem has been offline for a time.  Of course, specific practices may
differ elsewhere.
