It was a bit confusing, but I worked it out. :-)

Enigmail is installed in the mozilla dir, so I would guess that the 
user does have permission to enigmail as they have permission for 
mozilla.

Testing has got Mizilla 1.0.0 and I installed the correct version of 
enigmail. I guess dig around mozdev.org may help.
