In fact I thought by default it would make apt-get display a list of the relevant bits of the changelogs before apt-get asks you if you want to continue with an upgrade. At least, that's what it did for me when I installed it. See /etc/apt/listchanges.conf (and "man apt-listchanges"). --Bruce Fields
