Given the nature of your concerns I question the use of user level
programs for this.  

I'd prefer to modify some debugging mode of my tty-like devices to
log if the user is listed in some admin file.

Log analysis sounds like real fun.

I don't pretend to _any_ qualifications or experience that you 
should count my opinion as particuliarly worthy.
