Actually, what tar does is make a bunch of little files into one big
file.  For single large files, cp is fine.  The only thing I might add
is that rsync will give you a couple of advantages:  if you're
regularly updating a file, repeated rsync runs will only copy the
differences in the file instead of the whole thing all over again.
