Can't install - dpkg-reconfigure console-data

Hello -
I'm trying to install Debian from within RH as per the directions. It's
worked fine up until the point where I run '/usr/sbin/dpkg-reconfigure
console-data'
I get the errors:
perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
        LANGUAGE = (unset),
        LC_ALL = (unset),
        LANG = "en_US.UTF-8"
    are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
Package `console-data' is not installed and no info is available.
Use dpkg --info (= dpkg-deb --info) to examine archive files,
and dpkg --contents (= dpkg-deb --contents) to list their contents.
/usr/sbin/dpkg-reconfigure: console-data is not fully installed

hmmm, so I try to run 'dpkg -i console-data' but then I get the errors:
dpkg: error processing console-data (--install):
 cannot access archive: No such file or directory
Errors were encountered while processing:
 console-data

What should I do now??
Thanks,
Harold
