webbroadcast trouble, plese help

after I modify /etc/httpd/conf/httpd.conf file from listen 80 to 70 and modem advanced setting port forwarding form 60 to 90 for both 192.168.0.2 and 209.180.184.93(leased static ip from qwest.net)

my test page can be access by http://localhost:70

but http://209.180.184.93:70
it immediately response connection refused

so , it seem show my linux file do have some inflence to pass through this dsl and its firmware if not totally

looking advancer sharing your physics of linux
